اين كميته بيان مىكند :
اين قابل قبول نيست كه جامعه هر شكلى از انواع خشونت جسمى را ميان بزرگسالان منع كند ، لكن پذيرا باشند كه بزرگسالان ، كودكان را در معرض خشونت فيزيكى قرار دهند .
اين كميته توجّه نكرده است كه ممكن است در تنبيه بدنى كودكان ارزش آموزشى وجود داشته باشد كه در موارد ديگر نتوان آن را به دست آورد . « 1 » اين كميته معمولًادرخواست كرده است براى اينكه كشورهاى عضو ، دستور مادّهى 17 را به صورت كامل اجرا كنند ، بايستى قوانينى را مورد پذيرش قرار دهند كه آشكارا و به صورت دقيق ، تمام مجازات بدنى كودكان را منع مىكند . « 2 » تأكيد و مداومت كميته
