Para . : t " The Convention on the Rights of the Child and its Optional Protocols contain a comprehensive set of international legal standards for the protection and well - being of children . We also recognize the importance of other international instruments relevant for children . The general principles of , inter alia , the best interests of the child , non - discrimination , participation and survival and development provide the framework for our actions concerning children , including adolescents . We urge all countries to consider , as a matter of priority , signing and ratifying or acceding to the Convention on the Rights of the Child , its Optional Protocols , as well as the International Labour Organization Conventions and . We urge States Parties to fully implement their treaty obligations and to withdraw reservations incompatible with the object and purpose of the Convention and to consider reviewing reservations with a view to withdrawing them .
